  4. Remove in a bowl and let it cool.

  6. For the outer layer : Combine all the ingredients in a bowl and make a batter using approximately 1/3 cup of water.
  7. Dip each round of the vada filling into the batter and allow it to coat the mixture well.
  8. Deep fry in hot oil, till golden brown. Drain on absorbent paper and keep aside.
  9. Serving procedure : Slice each pav into half and place the vada in between two slices of pav.
  10. Serve immediately!
